Abstract
Interim evaluation of Support Module Yemen (SMY), the logistical and administrative support unit of A.I.D.'s Agricultural Development Project (ADSP), a large umbrella project in Yemen. The evaluation covers the period 1988-11/89. The theory of centralized logistic support and fiscal management was a sound and an appropriate response to the unsatisfactory managemment of the project under the "lead university concept" in its early years. The Consortium for International Development (CID), the prime contractor for the overall project, was an appropriate entity to implement SMY. The Mission is satisfied that the procedures, controls, and reporting systems established provide reasonable assurance of fiscal responsibility and avoidance of waste and abuse. However, SMY has not gained the full support and cooperation of all parties. The project's current team leaders would still strongly prefer to phase out the SMY and undertake its responsibilities themselves. CID supports the team leaders on this point, while Yemen government officials back the decision of the Mission. See the abstract of PD-ABC-065 for the unexpected resolution of this question.
