Abstract

This evaluation was conducted between September 25 and October 7, 2011 at the request of USAID/Timor-Leste. The purpose of the evaluation was a) to investigate the degree to which the SPRTL (or Ita Nia Rai) project accomplished its goals, b) to identify strengths and weaknesses of the project, and c) to make recommendations for future activities based on the findings of this evaluation.For a variety of reasons the project has been modified and scaled back over the years. Nonetheless, we believe the project has been a success.
