Abstract

The purpose of the Mid Term Evaluation of the United States Agency for International Development

(USAID) Indonesia Clean Energy Development (ICED) II Project, was to provide the Mission with

information and an analysis of which activities have been most effective, as well as how a reallocation of

resources moving forward might benefit the future of the project.

The MTE evaluated ICED II?s

performance from May 2015 through December 2017, and was conducted by Integra Government

Services under subcontract to Management Systems International.

The MTE sought to answer the following two main questions:


1) To what extent is ICED II on track to meet its expected high-level and technical component-level

(?Minimum?) results, and in what manner could either implementation or monitoring efforts be

enhanced?


2) To what extent can evidence be collected that demonstrates the program?s contribution to either

domestic US job creation or expanded market opportunities for US firms?


Additional sub-questions are included and discussed in the body of the report.

The Evaluation Team conducted a total of 36 key informant interviews and four site visits, and received

nine responses to a supplemental online survey. Interviews were conducted in East Java, Jakarta, North

Sumatra and South Sulawesi. A desk review was also performed which included a review of ICED II

monitoring and evaluation plans and data, work plans, as well as quarterly and annual reports, among

other documentation.


Conclusions from the MTE state that ICED II has already exceeded or is on track to meet the majority

of its high-level targets and performance indicators, with the exception of one indicator for which the

information was not available to determine or validate the level of ICED II?s direct contribution (GHG

emissions reduced). The MTE also found that ICED II supported activities are appropriately tracked, and

are making significant contributions to support the Government of Indonesia in improving its renewable

energy sector.
